Introduction
In the 21st Century, digitalization has become an influential trend and driving force for regional and global economic growth.
For Cambodia, the digital transformation is about adopting/capturing and maximizing the benefits of advances in Information and Communication Technology (ICT) and digital technology to increase productivity and economic efficiency, boost the national economic growth. Hence, to develop Cambodia Economic, the Royal Government has introduced a series of inter-institutional policies and measures, including the Cambodian Industrial Development Policy 2015-2025, small and medium enterprise development policy, measures on SME incentives, the launch of online business registration platform, support mechanisms in the form of funds and institutions, such as the Skills Development Fund, Entrepreneurship Development Fund, incubator center, and the SME Bank, aiming at providing skill, technical and financial support to continue to promote the participation of enterprises and startups in the adoption and use of new digital technologies.
In 2018, The Korean International Cooperation Agency (KOICA) visited Cambodia for the purpose of working out the detail of project for establishment of National Incubation Center of Cambodia (NICC) to develop Cambodian new startup and economic growth acceleration.
National Incubation center of Cambodia (NICC) aims to support Cambodia Startup to help them to growth business. NICC also is one part to help the national economic growth and society.

What is NICC?
National Incubation center of Cambodia (NICC) was established in purpose of supporting to Cambodia startup by providing training, Research and Technology Innovation, Information and Communication. The center is also a linkage between entrepreneurs, startups, students, and enterprises to discuss in purpose of finding out the best solution.
National Incubational Center of Cambodia (NICC) has four department, including:
- Research and Innovation Department
- Business Development Department
- Human Resource and Program Development Department
- Support department
The center offers services such as:
- Human resource training.
- Provide information and communication technology solutions to all institutions.
- Provide consulting about business and technology.
Vision
The vision of National Incubation Center of Cambodia (NICC) is to be a center of excellence and the best model platform to incubate Cambodian young entrepreneurs to launch, grow and scale their business.
Mission NICC
The mission of National incubator center of Cambodia (NICC) is indicated as follows:
- Select and incubate the new potential startups to launch and develop their business.
- Motivate and strengthen operational efficiency of new startup through consulting, mentoring, training, and technology support.
- Link investors and startups to increase productivity and markets, ensuring the sustainability of business and national economy.
- Strengthen the research and project development that related to smart and innovative digital technology to promote entrepreneurs and production chain in the context of digitalization.

Regarding to vision and mission, the fourth objective of National Incubator of Cambodia are indicated as follows:
- Improve quality of youth talent people to participate in new idea, innovation, and energy in connection with business idea to incubate new startup.
