Background
Aligning with the Royal University of Phnom Penh (RUPP) vision “To become Cambodia’s flagship university in teaching, research and community services” and RUPP mission number one, “Building competency (knowledge, skills, values, and attitudes) for students in all education and training programs and equipping them with entrepreneurship skills, innovation skills, cross-cultural competence, and employability skills”, RUPP has worked very closely with all its partners of universities, organizations, industrials, and private companies and recently establish the University-Industry Cooperation Center in order to foster the students’ entrepreneurship skills. RUPP is happy to cooperate with the Erasmus + project called “Hub4Growth” funded by EU and RUPP has a chance to improve our capacity building, especially, to initiate the industrial linkage services for our students.
The Center is playing an important role for operating many possible activities related to entrepreneurship, incubation, job employability, job placement, business planning, marketing, student internship, Intellectual property management, employer network, alumni, etc.
Introduction
Background and Rationales
Aligning with the Royal University of Phnom Penh’s vision “To become Cambodia’s flagship university specialized in teaching, research and community services” and its mission which is to build competency in knowledge, skills, values and attitudes for students in development and education programs along with equipping them with entrepreneurship skills, innovation skills, cross-cultural competence and employability skills, the Royal University of Phnom Penh has worked very closely with all its development partners including higher education institutions, organizations, industries, and private companies in order to establish the University-Industry Cooperation Center (UICC) to foster the students’ above competencies.
Received funding in 2016 from the Erasmus + project called “Hub4Growth” from the European Union, the Royal University of Phnom Penh has taken an opportunity to further develop and initiate the industrial linkage services for our students. Furthermore, in 2019 the Royal University of Phnom Penh received another grant from the World Bank called “Higher Education Improvement Project-HEIP” to pursue its mission in order to provide even more effective services to students and effectively recruit even more potential industry partners.
In order to further contribute and leverage the university production of the human resources to fit even more to the needs of the Cambodian labor market of small, medium and large industry in the future, along with the unstoppable advancement of science and technology which encourages joint research between the university and industry and the enhancement of the young entrepreneurship of the students in order to significantly contribute to the micro and macro-economy, the University-Industry Cooperation Center will plays a key role to link students to every industrial development sector so that the today and future industry market could be well comprehended.
Vision
The University-Industry Cooperation Center is to become the linkage center between university and industry contributing to training and development of internship, incubation, entrepreneurship, research and investment.

The University-Industry Cooperation Center significantly has the firm missions which is to contribute to the development of education and industry sectors.
- Promote and leverage the capacity of the young entrepreneurship among students
- Link students to the potential industry in fostering entrepreneurship, core capacity and leadership

4.1. Administrative work enhancement
The University-Industry Cooperation Center plays a key role in managing the administration affairs of the center including planning, budgeting, staffing, maintaining the building and assets, coordinate and promote events and their protocols through digital and social media platforms with the affiliated institutions of the university.
4.2. Entrepreneurship promotion and industry network
The University-Industry Cooperation Center basically reviews the existing potential industry in the market before the arrangement of Memorandum of Understanding or Memorandum of Agreement between the university and industry. This task requires the shared understanding of the common value and activities related to investment, research, short-term training and industry talk show. In this respect, the center will also invite relevant industrial guest speakers to share comprehensive practical experiences in addition to the in-class theories.
4.3. Business Competition and Industry Forum
On annual basis, the University-Industry Cooperation Center organizes insightful random events including industry talk, business competition, industry forum, university-industry exhibition and other industry related activities. The center plays a key role coordinating joint research, community and industry service learning, short-term training, mentoring and connecting with partnered industry and non-partnered industry for sponsorship purposes.
4.4. Market and Investment
Another key function of the center is business planning and marketing consultation, market expansion plan and innovation, coordination of entrepreneurship and investment, staff recruitment consultation, strategic sustainable business planning and execution consultation, and coordination of job recruitment announcement.

Funding and Sustanability Plan
7.1. Funding activities
The University-Industry Cooperation Center initiates funding plan through event management, marketing and digital marketing consultation and research. The center will also generate certain income through job announcement, staff recruitment consultation, short-term training, and business and investment consultation.
7.2. Sponsorship partnership
The University-Industry Cooperation Center basically receives fundamental grant to build its physical campus, facilities and support on its activities from the World Bank (HEIP-project) through the Ministry of Education, Youth and Sport and national and international partners along with local and international industry in the research development and innovation and digital production in order to respond to the need of industry 4.0 so that the University-Industry Cooperation Center can be self-sustained.
