Birth of a National Treasure
Established on January 13, 1960 as Cambodia’s first national university after colonialism, RUPP was born with the sacred mission to rebuild the nation through education.
1980s
Phoenix Rising
After surviving civil wars and the dark genocide period when it was completely closed, RUPP reopened in the 1980s as a beacon of hope, quickly reclaiming its position as Cambodia’s academic leader.
2014
Flagship of the Nation
Recognizing its pivotal role in national development, the Cambodian government officially designated RUPP as the nation’s flagship university during the launch of its 2014-2018 strategic plan.

Foster Inspirational and Adaptive Spaces: Create learning environments that inspire both students and researchers and are flexible enough to adapt to evolving educational and research needs.
Leverage Emerging Technologies: Enhance learning, teaching, and research activities by actively incorporating and utilizing new and emerging technologies.

Enhance Research Competency and Publication: Implement initiatives to improve staff research skills and increase high-quality publications from RUPP.
Strengthen Industry/SME Linkages: Enhance collaborations between RUPP’s research efforts and the industrial sector, including SMEs, to drive innovation and ensure research addresses real-world needs.

Strengthen Research Knowledge for Sustainability: Empower university stakeholders with deeper research knowledge to build and maintain sustainable research environments.
Enrich Library Resources for New Programs: Enhance library resources to fully support the teaching, learning, and research needs of the new programs developed under HEIP 1 and HEIP 2.
Establish a Robust Research Management and Monitoring System: Implement a strong system for managing and monitoring all research activities to ensure efficiency, quality, and impact.

History of the Royal University of Phnom Penh
Birth of a National Treasure
The Royal Khmer University opened on January 13, 1960, offering law, medicine, commerce, pedagogy, humanities, and science taught in French.
A Period of Darkness
Under the Khmer Rouge, education ceased. The campus was abandoned; educators were persecuted or killed.
Rebirth as RUPP
The university was renamed to the Royal University of Phnom Penh, reflecting national academic pride.
Era of Expansion
Renamed Phnom Penh University. Expanded with new faculties: Law, Medicine, Pharmacy, Economics, Pedagogy, and Languages.
The Dawn of Rebuilding
Ecole Normale SupΓ©rieure reopened (1980), IFL founded (1981). Both merged in 1988 as Phnom Penh University.
Continuous Modern Growth
RUPP expanded with more faculties and launched postgraduate programs to meet Cambodiaβs evolving needs.
